So many questions with this Hurricane Harvey

So many questions with this Hurricane Harvey. One thing for sure, Steve Harvey didn't do it.

Why weren't people in nursing homes, hospitals, and people with limited mobility evacuated? Are evacuations easier after the flood?

Weren't there enough buses? Are these buses now all flooded and damaged? Where were the families of these nursing homes? Why didn't they get their loved ones out of these places?

Why don't these hurricane prone areas like Houston have large capacity flood control management. Netherlands have these.

Prepare for once in 500 year flood? I assume the government bodies don't want to pay for the build and the maintenance. So, should individuals build flood proof houses? Is best help the self help also true in this situation?

What happened to the contraflow highway? Texas spent money on these contraflows and didn't used it.
